The regulation of In-House Solar Cell Energy System Installation in Thailand.

However, installation solar energy here in Thailand has some requirement and regulation control over it, the following is to make sure that you’re on the right path.’

"To ensure safety and proper installation of solar panel systems in compliance with the law, installers must proceed with obtaining permission from relevant Public Electricity Authority through various procedures as follows:

In-House Solar Cell Installation Regulation

 

1. Submitting Construction Permit Application:

For construction, modification, or demolition of buildings (Form Aor 1) with the government agency in the related area, such as the Municipal Office/Sub-district Administrative Organization (TAO) in the respective area, to modify structures on the roof before installation.

 

   Required documents:

   - Application Form (Form Aor 1), floor plans, and roof structure showing the solar panel support structures and installation details.

   - Structural calculation list, building survey forms certified by the designing and supervising engineer (civil).

   Once installation permission evidence is obtained from the local administrative organization, installation can proceed.

2. Registration:

   To notify energy business operations exempted from construction permit requirements at the Department of Alternative Energy Development and Efficiency (DEDE) or on the department's website at https://www.cleanenergyforlife.net/.

 

   Required documents:

   - Notification evidence from the local government unit.

   - Photos of the installed solar panel equipment showing complete panels and inverters.

   - Single Line Diagram of electrical system with signatures of certified electrical engineers.

   - Installation structure plans and structural calculation lists with signatures of civil engineers.

   - Power of Attorney documents (if applicable).

   - Specifications of the installed solar panels and inverters.

   - Copy of the electricity user's ID card.

   - Electricity bill.

   - Contact the electricity authority for inspection and connection testing.

 

Once a letter of exemption for energy business operations is received from the DEDE, it is necessary to coordinate with the Bangkok Metropolitan Electricity Authority (MEA) or regional electricity authorities in the installation area for further coordination.

 

3. Notification to MEA or PEA (Provincial Electricity Authority):

Register to participate in the electricity selling project or request electricity transmission through the MEA website at https://myenergy.mea.or.th/, and with PEA at https://ppim.pea.co.th:4433/app/project/eco (for PEA, if not participating in the electricity selling project, prepare documents to submit to the local electricity authority).

 

   Required documents:

   - Application Form (Form 1).

   - Documents showing roof plans and structures.

   - User's electricity ID card.

   - Electricity user number (CA) from the electricity bill (for single-phase meters up to 5kW and three-phase meters up to 10kW).

   - Power of Attorney documents (if applicable).

   - Specifications of installed solar panels and inverters.

   - Single line diagram of electrical system signed by an engineer with professional registration.

   - Location plan, front photos, and photos showing all solar panels.

 

4. Submission of Receipt Copy:

After notifying exemptions from permit applications to relevant authorities through MEA and PEA, proceed to pay service fees, electricity meter size charges, and enter into electricity purchase agreements with the electricity authority (in case of participating in the community solar project). Then, the electricity authority will inspect internal wiring and the production system. Upon meeting all requirements, the electricity authority will change the electricity meter to a specific solar meter and connect the system to the grid. After this, the solar panel system for on-grid use can commence.
